There is enormous untapped potential in the field of public-private partnerships (PPP). Enhanced PPP practices and procedures are going to have a major role to play in coming years in terms of contributing to the resolution of public sector financing constraints. For Bulgaria whose economy is not well developed and as a new member of the EU, PPP will be key for implementing infrastructure projects.

PPP involve complex legal and financial arrangements for carrying out infrastructure projects or providing services for the public that are vital for sustained economic growth and development. These partnerships are widely used within the EU, in particular in transport, public health, education, public safety, waste management and water distribution and municipal utilities.
